Question: why do japanese people seemingly not understand that, by definition, "east" is the direction the rises from and "west" the direction it sets?

Partial answer: the sun does not actually rise due east and set due west, it in fact varies its rising and setting location based upon the time of year.

Ok, let me rephrase it: east is "the average direction the sun rises from" and west is "the average direction the sun sets at". They are defined by the sun. South would be "the direction of the sun at its zenith (or midday, it's the same) between the arctic polar circle and the tropic of Cancer" while orth would be "the opposite of south". Cardinal directions are defined by the sun, so unless a planet wobbles madly, the sun, by definition, would always be rising from the east and setting on the west (as long as you just split directions east-west, without adding the entire wind rose).
