There were two topics on the agenda for the second day of the Multi-Species Summit. Just two.
There are various reasons for this—perhaps because most of the topics were digested on the first day, or because a summit of monsters, who inherently lack the complex political structures of humans, simply doesn't engage in such complicated discussions. Or native monsters like the Usurper Dragon. After investigating, the conclusion is that they're basically just Wyverns. To put it simply, if the front legs are wings, it's a Wyvern. There was a time when the theory "It has 'Dragon' in its name, so in ShanFro, this is a Dragon" existed, but with the appearance of Leviathan and Behemoth, the answer from "Isana" and "Ivory" was, "They just have different names; racially, they are almost identical," a single strike that drove the 'This is a Dragon' faction to extinction.

But I know. I know that there is one other enemy called a "Dragon" in this world.

There is one other "Dragon" in this world.
