That's the effect of the Dressing Key Dresseria. (Strictly speaking, it's slightly different though).
It's basically a custom loadout function that lets you equip a full set of gear instantly at the cost of MP. The MP cost scales based on the strength of the equipment, but early New Continent gear supposedly costs about 30 MP.
However, there's a recast timer, and if you try to use it again before the timer resets, the MP cost doubles.
